Taiwan’s antitrust regulator on Tuesday said it would block Uber’s proposed $950 million acquisition of Foodpanda’s food delivery service on the island.

The regulator, the Taiwan Fair Trade Commission, said the bid for the Taiwanese business of Foodpanda, which is owned by Germany’s Delivery Hero, would hurt competition in the island’s food delivery market, Bloomberg reported. The combined market share for Uber Eats and Foodpanda would be over 90% in Taiwan, the regulator said, according to Bloomberg.

In a statement, Delivery Hero said Uber can appeal the decision or decide to terminate the deal.
